Year in Review 2025

LEDS LAC is a regional network of professionals from governments, cooperation institutions, private sector, NGOs, academia and other relevant actors that are working on the development and implementation of NDCs and LTS in LAC.

2025 marked a key moment for the global climate agenda. It was the 10th anniversary of the Paris Agreement, with countries having to update their third round of NDCs before COP30. Held in Belém, Brazil, this COP gave special relevance to Latin America and the Caribbean. LEDS LAC continued to promote the formulation and implementation of resilient and low-emission development strategies in the region.

We connect key leaders and organizations to exchange experiences and find collective solutions through 5 face-to-face meetings.

Meeting in Costa Rica: Articulation and mobilization of investments to implement NDCs

Organized in conjunction with the Community of Practice ArticuLAC (an initiative of the Euroclima Program through GIZ, LEDS LAC and the CLACDS/INCAE), NDC Partnership e IICA, with the support of CABEI. 

We co-organized a meeting with more than 50 participants from 14 countries and more than 500 virtually connected people from 32 countries to strengthen regional dialogue and collaboration to mobilize climate investments aligned with the NDCs.

MetLAC CoP face-to-face workshop in Chile

Organized by the MetLAC CoP in synergy with the project Recycle Organics in Small Island States, financed by Environment and Climate Change Canada (ECCC), and with two projects financed by the Climate and Clean Air Coalition (CCAC)

The workshop brought together 50 participants from 31 organizations from 12 countries in Santiago, Chile. It deepened the dialogue and peer-to-peer exchange on public policies and business models for technologies that contribute to the reduction of methane emissions from organic waste.

Country process initiation workshop in Peru

Organized by the CoP ArticuLAC 

The meeting marked the beginning of support to teams of members from Argentina, Chile, Paraguay and Peru, who are promoting public-private articulation processes to promote investments aligned with the NDCs. Fourteen people from the four teams participated, who initiated planning, strengthened capacities and identified opportunities and common elements.

ARA Regional Symposium: Strengthening Adaptation Research Networks

Co-organized by Transitions Research, Avina Foundation and the LEDS LAC Platform

We co-organized the Adaptation Research Alliance Regional Symposium in Lima, bringing together 14 representatives from LAC research centers and organizations. The meeting strengthened peer-to-peer learning, visibility and regional collaboration, boosting knowledge for climate adaptation.

Latin America Adaptation Academy 2025

Organized by UNFCCC, Avina Foundation, CAF and UNEP , with de LEDS LAC and Dragonfly.

We supported the Latin American Adaptation Academy in Lima, strengthening the capacities of countries in the preparation and presentation of their adaptation and loss and damage reports, as well as identifying lessons learned from the first process of preparing the Biennial Transparency Reports, including opportunities for improvement, knowledge gaps and implementation. The meeting brought together 37 focal points from 20 countries to the UNFCCC.

Communities of Practice and Knowledge Management Programs

We bring together experts from different countries for peer-to-peer learning and exchange, dissemination of learning and technical assistance through our 3 Communities of Practice and 1 Knowledge Management Program on public-private articulation, methane from organic sources, green finance and bioenergy.

ArticuLAC: public-private articulation for climate action

Initiative financed by the Euroclima program through GIZ. It is executed in conjunction with INCAE Business School.

In its sixth phase, ArticuLAC promotes the articulation between the public and private sectors to mobilize private investments aligned with climate objectives, bringing together 54 organizations from 15 countries. In 2025, 9 members-only exchange and training sessions and 2 open webinars were held, bringing together more than 450 people. Two knowledge products were developed collaboratively. Support was provided to 4 country teams from Argentina, Chile, Peru and Paraguay to conduct public-private articulation processes to promote investments aligned with the NDCs.

Knowledge Management Program on green finance strategies and instruments in LAC

Driven together with the United Nations Development Programme (UNDP) in the framework of the Innovation for Green Finance in LAC project, with financing from the Swedish International Development Cooperation Agency.

During six sessions, experiences of 10 LAC countries in the application of six green financing strategies and instruments were analyzed, such as national financing strategies, results-based payments, blended finance, sovereign debt, mechanisms to leverage private investment and alignment of public financing with public policy.

MetLAC: reduction of methane emissions from organic sources

Initiative financed by the Global Methane Hub. Implemented in collaboration with CCAP e ImplementaSur.

Lhe MetLAC CoP promotes and supports the development of public policies, business models and investment projects to reduce methane emissions from organic sources in LAC. In 2025, it organized 6 members-only exchange and training sessions and 2 open webinars. Developed 2 knowledge products and provided 3 technical assistance to institutions in Brazil, Chile and Colombia. In May, it organized a regional workshop gathering 50 people in Chile. In November 2025, it launched its second phase, which currently brings together 48 members from 12 countries.

BioE CoP: Promoting bioenergy in the region

In 2025, the BioE CoP launched the Map of organic waste valorization projects in Latin America and the Caribbean, together with the MetLAC CoP. It also held four training sessions on the potential of waste biomass and bioenergy to decarbonize the energy matrix, and organized a webinar on clean cooking and its contribution to the NDCs, which attracted more than 170 participants.

We support collaboration and exchange processes to foster regional dialogue on specific topics related to low-emission and resilient development, such as the process of just energy transition.

Regional dialogues on just energy transition

Organized in conjunction with Transforma

We promoted a cycle of dialogues to foster dialogue between governments in the environmental and energy sector in the implementation of the just energy transition in LAC, based on the results of the COP28 energy package and the NDC 3.0 processes. Representatives from 19 energy and environment sector governments from 12 LAC countries participated.

We generate strategic information to facilitate decision making through our 6 Knowledge Products in NDC commitment analysis, public-private articulation, and methane emissions reduction.

LEDSenLAC 2025 Report: NDCs in Latin America and the Caribbean: Progress, Ambition and Implementation.

Prepared by LEDS LAC, together with the IDB, UNDP, ECLAC and the ArticuLAC community, with support from CABEI. 

 Countries were required to present their NDC 3.0 in 2025, ten years after the Paris Agreement, considering the results of the first Global Stocktake and on the eve of the COP30 held in the Amazon. To date, 22 countries in the region have updated their contributions. The LEDSenLAC report analyzes the progress and challenges in the design, formulation and implementation of NDCs towards resilient and low-emission development in 30 LAC countries.

Our Steering Committee
