NDC in Latin America and the Caribbean: Progress, ambition and implementation

The report analyzes the progress and challenges of 30 Latin American and Caribbean countries in the design, formulation and implementation of the commitments undertaken in the Paris Agreement (AoP), considering the Nationally Determined Contributions (NDCs) as key instruments for resilient and low-emission development in LAC.

The analysis focuses on four components

Appropriation

Degree of participation and inclusion in the elaboration of the NDC, involving different stakeholders and levels of governance, and incorporating a gender, youth and vulnerable groups approach.

Solidity

NDC backed by long-term strategies, up-to-date technical information, and transparency frameworks with Monitoring, Reporting and Verification (MRV) systems.

Ambition

Strengthening of the NDC with respect to the first round of presentations. Analysis of mitigation and adaptation goals, cross-cutting aspects and synergies between mitigation, adaptation and sustainable development.

Feasibility

Enabling conditions for implementing NDC: legal frameworks, institutional arrangements, climate finance mechanisms, and identification of gaps and needs.

The following were included 30 countries in the Americas

Latin America and the Caribbean.

22 of the 30 countries analyzed have introduced their NDC 3.0: 

Barbados, Bahamas, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Saint Lucia, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Trinidad and Tobago, Uruguay and Venezuela.

Thirty country files were prepared based on their NDCs and secondary information. 

17 governments and 17 trade and business associations from 11 countries validated the information in their files.

Strategic lines to strengthen the implementation of the NDCs as a key instrument for the region's development.
