For LEDS LAC Platform, an effective climate policy is one that promotes the transformation of a country’s development patterns based on its specific objectives of mitigation and / or adaptation to climate change, which requires new forms of governance. The IPCC defines climate governance as “certain mechanisms and measures that aim to direct social systems towards the prevention, mitigation or adaptation of risks posed by climate change” (IPCC, 2014 citing Jagers and Stripple, 2003).

Taking into account the importance of interinstitutional coordination mechanisms to move away from the traditional sectoral planning scheme to a more inclusive one, in the process of preparing the LEDSenLAC 2016 report, the LEDS LAC Secretariat, with the support of the World Bank, prepared a Work Document that characterizes mechanisms of inter-institutional coordination existing in 16 countries of Latin America and the Caribbean. In a complementary way, the Working Group on National-Subnational Integration of LEDS GP, in collaboration with Adapt Chile, developed a study on multi-level governance dynamics in the region.

This webinar will present the findings of both studies and will report on the progress of the support being given to the development of multilevel governance mechanisms in Ecuador, in collaboration with the Consortium of Provincial Governments and other partners. About the panelists

Licenciate in Industrial Engineering from the University of Costa Rica, and M.Sc. in Environmental Change and Management from the University of Oxford. Climate change and sustainability consultant. Founder and President of the consulting company RE Responsabilidad y Estrategia, and Co-Founder and Board Member of the Center for Urban Sustainability. Technical expert for the Secretariat of the Low Emission Development Strategies Global Platform (LEDS GP) Latin American and Caribbean Regional Platform (LEDS LAC), where she takes on various coordinating and advisory roles, including coordination of a priority topic around integration of climate change adaptation and mitigation strategies. She has participated in and developed projects in the topics of climate change adaptation, LEDS, carbon footprint management, corporate sustainability, NAMAs, among others. Director of the Subnational Program at the Greenhouse Gas Management Institute. For more than 15 years, he has been working closely with municipal and national governments, local communities, indigenous groups and the private sector on urban sustainability, the valorization of ecosystem services and harnessing green growth opportunities. Scott also serves on the steering committee of the LEDS Global Partnership.Jordan has worked as Researcher and Adjunct Professor of the Institute of Urban and Territorial Studies of the Pontificia Universidad Católica de Chile and Professor of Sociology at the Diego Portales University. He has participated in several research projects and consultancies on adaptation to climate change, territorial planning for energy projects, sustainable solid waste management, and indicators of adaptation to climate change and sustainable development, among others.Specialist in climate change for the project “Support to the implementation of Local Public Policies of Adaptation and Mitigation to Climate Change”, executed by the Consortium of Provincial Governments of Ecuador (CONGOPE). Biologist, Ecuadorian with specialization in Law and Economics of Climate Change .
