About the webinar
Climate finance plays a crucial role in supporting the implementation and enhancement of countries’ national climate commitments to the Paris Agreement. A key challenge to accessing climate finance lies in both the limited resources and technical capacity of countries to increase the financial readiness of their projects and institutions and create enabling environments conducive to investment. Latin America and the Caribbean (LAC) is no exception, where increasing technical capacity to develop project pipelines and attract green investment are frequently requested areas of support made by NDC Partnership countries in the region.
The objective of this webinar is to provide an overview of Latin America and Caribbean needs and identify potential opportunities for support and foster the overall climate agenda in 2020. As part of the webinar, Grenada will share their NDC finance needs, considerations made when crafting their NDC Partnership Plan, including NDC revision and enhancement. The IDB will also provide insights on their work on finance response requests and focused financial technical support and services provided in the LAC region. The webinar will be held in Spanish. About the panelists
Jamie Bindon
Jamie Bindon is the Project Coordinator for the NDC Partnership Support Unit, she supports the development and distribution of the Partnership’s knowledge products. Prior to joining the NDC Partnership, Jamie worked on the USAID ASSIST project, supporting activities and data management for the 8 Latin American country offices. Jamie previously worked with the youth-leadership NGO Amigos de las Americas, where she oversaw sustainable community development projects and co-led multinational ‘campamentos’ in Costa Rican national parks, carrying out trail-work and conservation efforts. While completing her degree, Jamie was a Climate & Energy and Recreation Intern in the Government Relations department at The Wilderness Society. Jamie holds a B.A. in International Studies and Spanish from American University.
Eileen Knowles
Eileen Knowles is the Knowledge and Outreach Specialist of the NDC Partnership Support Unit, where she supports the Climate Action Enhancement Package (CAEP) offering, focusing on NDC revision and ambition raising. Prior to joining the Partnership, Eileen was the Manager of Special Projects at CDP and later worked as a strategy consultant for CDP’s Reporting Services and Supply Chain teams. Previously, she was Global Director of Program Experience at Global Citizen Year where she was responsible for refining program design and designing scalable global curriculum and evaluations systems for 100+ fellows in 4 countries. She also held the position of Executive Director at Education Generation, a crowd-funding platform supporting scholarships for young leaders in 10 developing countries. Eileen is a Sustainability and Management Consultant, with a Post-Graduate Degree in Latin American Human Rights and Public Policy from Collège Universitaire Henry Dunant and a Master´s of Science in Sustainability and Management from Columbia University.
Spencer Thomas
Dr. Spencer Thomas, NDC Partnership In-Country Facilitator for Grenada, is a former Financial Secretary and Economic Policy Adviser in the Ministry of Finance of Grenada. Dr. Thomas holds a doctorate in Energy Economics from Howard University, master’s and bachelor’s degrees in Economics from Iowa State University and Howard University respectively, and a post-doctoral master’s degree in Telecommunications Regulation and Policy from the University of the West Indies. As consultant he will provide support to the Government of Grenada in the implementation and enhancement of the NDC and will assist with the advancement of the NDC Partnership Plan and NDC Partnership engagement in Grenada.
Raúl Delgado
Raúl Delgado is a Lead Specialist in Climate Change at the Inter-American Development Bank (IDB) where he participates in the planning and execution of the agenda of the Climate Change Division and leads the NDC Invest Platform, which is the collective effort of the IDB Group to support the implementation of the Paris Agreement, assisting countries in the design and implementation of their policies, goals and commitments related to climate change. An economist, he has extensive experience in public policies, multilateral financing and structuring of public projects, working for more than 18 years in the Ministry of Finance and Public Credit of Mexico. Raúl led the institutional strategy and the coordination of credit activities and technical assistance with international financial institutions. During that time (2007-2011 and 2015-2017) he was also Focal Point and Member of the Council of Mexico for the Global Environment Facility (GEF) and Member of the Board of the Green Climate Fund, as well as a focal point for the Climate Investment Funds. Between 2011-2014 he held the position of Senior Advisor to the Executive Director of Mexico at the IDB.
Cayetano Casado
Cayetano Casado is the Country Engagement Regional Specialist for Latin America and the Caribbean (LAC) in the NDC Partnership Support Unit. He supports the implementation of the NDC Partnership Country Engagement Strategy in member countries throughout the region and represents the Partnership at national and regional events. Prior to joining the NDC Partnership, Cayetano worked for seven years in the LAC region with the UN Development Programme (UNDP). For five years he was an environment and energy officer in UNDP Cuba where he undertook climate change mitigation and adaptation project development, resources mobilization, and supervision of implementation. Cayetano is an agricultural engineer, graduated from the University of Cordoba (2003) and has a master’s in environmental management from the School of Forestry and Environment Studies at Yale University (2010).
