About the webinar

The attention to climate change, as well as the fight against poverty, competitiveness and other key elements of the countries’ development strategies, present increasingly complex and multisectoral challenges for institutional coordination. These issues share similar characteristics, including: that they do not fit into a single ministerial portfolio, extend across borders and jurisdictions, and depend on the capacity of governmental and non-governmental actors (OECD, s.f).

Faced with these challenges, the countries of Latin America and the Caribbean are building new legal and institutional frameworks that allow achieving the levels of coordination and coherence between different public policy instances and other actors, required to achieve the integration of climate objectives into national, sectoral, and local strategies orienting thIn this webinar, we will share the experience of Mexico in the implementation of its legal a institutional climate change framework, as well as the proposed Climate Change Framework Law that is currently being discussed in Peru. About the panelists

Marco Heredia is head of the General Coordination of Climate Change for the Evaluation of Mitigation and Adaptation Policies in the National Institute of Ecology and Climate Change. He has served as a public servant in the Ministry of the Environment of the Government of the Federal District; in the Federal Attorney’s Office for Environmental Protection and the Ministry of Environment and Natural Resources. He has a Bachelor, Master and Doctorate in Law from the National Autonomous University of Mexico; Diploma in evaluation of public policies by the Center for Economic Research and Teaching.Thematic Coordinator in Soils and Water Management of the General Directorate of Climate Change and Desertification of the Ministry of the Environment, and Technical Secretary of the National Commission to Combat Desertification and Drought. With the support of this commission it was possible to elaborate and approve the National Strategy to Combat Desertification and Drought 2016-2030. He has worked in the public and private sector in environmental management. He is a lawyer by profession with more than 15 years of experience in Environmental Law and with a Master’s Degree in Environmental Development.
