COLOMBIA<\/strong><\/span><\/h5>\n<p>Se tomaron los ejemplos de las ciudades: Santiago de Chile y Cali, Colombia. El an\u00e1lisis permite conocer cu\u00e1les fueron los marcos normativos desarrollados para cada caso, como tambi\u00e9n los distintos enfoques abordados y los roles adoptados para generar dichos marcos.<\/p>\n<p>En ambos casos puede verse c\u00f3mo los actores nacionales p\u00fablicos, tanto de energ\u00eda como de transporte, se involucran de forma conjunta, asumiendo principalmente el rol de formulaci\u00f3n de los distintos marcos regulatorios. Existe una similitud en cuanto a la elaboraci\u00f3n de una Estrategia Nacional de Electromovilidad para ambos casos. Sin embargo, esta se desarrollo dentro de distintos marcos regulatorios. En el caso de Chile, se enmarca dentro de las Estrategias Clim\u00e1ticas de Largo Plazo de la cual deriva una Ley espec\u00edfica de eficiencia energ\u00e9tica.<\/p>\n<p>En Cali, las acciones se enmarcan dentro del Plan Integral de Gesti\u00f3n del Cambio Clim\u00e1tico, del cual se desprenden programas de eficiencia energ\u00e9tica y una Ley de promoci\u00f3n del uso de veh\u00edculos el\u00e9ctricos. En ambos casos, se detect\u00f3 involucramiento de gobiernos locales en la etapa de formulaci\u00f3n e implementaci\u00f3n.<\/p>\n<p>Los actores privados detectados, toman mayoritariamente el rol en la implementaci\u00f3n y operaci\u00f3n, not\u00e1ndose \u2014en el caso de Chile\u2014 la intervenci\u00f3n de estos actores en algunas etapas de
