Link between energy and decarbonization
of transportation: roles of public and private stakeholders

SELECTED CASE STUDIES

Taking the elements and connections selected by the participants of the first workshop, several case studies were selected and studied as examples to demonstrate the intrinsic relationships between the energy and transportation sectors, as well as the different roles that each actor can take, depending on the elements being worked on.

For this purpose, different roles were characterized in:

  • Formulation of policies or standards/regulation
  • Financing
  • Implementation
  • Audit/audit
  • Data generation
  • Participation/support in the different processes
  • Operation

LEARN ABOUT THE EXPERIENCE IN CHILE AND COLOMBIA

The examples of the cities of Santiago de Chile and Cali, Colombia, were used. The analysis provides information on the regulatory frameworks developed for each case, as well as the different approaches taken and the roles adopted to generate these frameworks.

In both cases it can be seen how the national public actors, both energy and transport, are jointly involved, mainly assuming the role of formulating the different regulatory frameworks. There is a similarity in terms of the development of a National Electromobility Strategy for both cases. However, it was developed within different regulatory frameworks. In the case of Chile, it is framed within the Long Term Climate Strategies from which a specific Energy Efficiency Law is derived.

In Cali, the actions are part of the Comprehensive Climate Change Management Plan, which includes energy efficiency programs and a law to promote the use of electric vehicles. In both cases, local governments were involved in the formulation and implementation stage.

The private actors detected mostly play a role in implementation and operation, and in the case of Chile, the intervention of these actors is noted in some formulation stages.

EXPERIENCES FROM BRAZIL AND ARGENTINA

The examples of Brazil and the city of Santa Fe, Argentina, were taken. The analysis allows us to understand the different public policies adopted through the definition of specific standards and programs. In turn, it highlights two very different cases of application.

In the case of Brazil, this involves the creation of a new business unit, related to biofuels, for a company The objective is to generate added value through the incorporation of a new co-product. In the case of Argentina, the creation and implementation of a local program aimed at the incorporation of fuels for the in public transportation.

The case of Brazil demonstrates how a clear regulatory framework enables the implementation of a private strategy that contributes to the decarbonization of transportation, while prioritizing the profitability and interests of the implementer. In the case of Santa Fe stands out as a local government, based on national policies, can define and implement strategies for moving forward together
